4.2 TECHNICAL COMMITTEE ICASSP RESPONSIBILITIES

The Technical Program of an ICASSP is the shared responsibility of the ICASSP Technical Program Committee and the SP Technical Committees. The Technical Committees are responsible for reviewing the entire technical content of an ICASSP. This includes responsibility for special, invited, plenary, and tutorial sessions, as well as regular sessions consisting of papers offered in response to the Call-for-Papers.

Proposals for invited, plenary, or tutorial sessions may be initiated by the ICASSP Technical Program Committee, by any of the Technical Committees, or by the SP Education Committee. Since the SP Education Committee is responsible for final selection of tutorial topics and presenters, suggestions should be made directly to the Education Committee. The Technical Program Committee and the cognizant Technical Committee should agree on the value of a proposed invited or plenary session before the Technical Program Chairperson approves it, announces it, or invites anyone to participate in it.

Submissions for papers in the regular sessions are reviewed by the Technical Committees, which usually decide which papers should be accepted and organize them into sessions. The Technical Program Committee has representatives in attendance at the final paper review meetings, and negotiates any differences it may have with the Technical Committees. By tradition, the role of the Technical Program Chairperson includes allocating the total number of sessions to each Technical Committee, and allocating specific room and time assignments for those sessions.
