Although IEEE has credit-card handling services, some ICASSPs have set up credit card handling with a local bank since the banks were able to process charges more quickly and less expensively. The IEEE has improved their service by moving to electronic funds transfer (what did they do before one wonders), and are now competitive both in terms of cost and timing. ICASSP-93 was happy with their service. If you choose not to use the IEEE, in order to set up an account you will need to get a letter of credit standing from the IEEE.
